Understanding Cessation and Vacation Tables

Applications: In the time period indicated, total applications made to the RPD by the Minister to cease or vacate the refugee protection that has been conferred on a person.
Finalized Cessation Applications:
- Allowed: The RPD has determined that refugee protection has ceased. The claim of the person is deemed rejected and the person loses protected person status. Circumstances for cessation of refugee protection are listed in subsection 108(1) of the Immigration and Refugee Protection Act (IRPA).
- Dismissed: The RPD has dismissed the Minister's application to cease refugee protection, and the person who is the subject of the application retains protected person status.
- Abandoned: The RPD has declared the Minister's application to cease refugee protection abandoned. The person who is the subject of the application retains protected person status.
- Withdrawn: Applications in which the Minister does not continue with the application to cease refugee protection by withdrawing it. The person who is the subject of the application retains protected person status.
- Other: Cases in which the proceeding is terminated for other reasons, such as when the person has passed away.
- Total: Total of all cessation applications allowed, dismissed, abandoned, or withdrawn/other. Applications finalized in the time period indicated may have been made in a previous time period.
Finalized Vacation Applications:
- Allowed: The RPD has vacated a decision to allow a claim for refugee protection by determining that the original decision was obtained as a result of directly or indirectly misrepresenting or withholding material facts relating to a relevant matter. The claim of the person is deemed rejected and the person loses protected person status.
- Dismissed: The RPD has dismissed the Minister's application to vacate a decision to allow a claim for refugee protection because the original decision was not obtained as a result of directly or indirectly misrepresenting or withholding material facts or because there was other sufficient evidence considered when the refugee protection decision was made that justifies refugee protection. The person who is the subject of the application retains protected person status.
- Abandoned: The RPD has declared the Minister's application to vacate a refugee protection decision abandoned. The person who is the subject of the application retains protected person status.
- Withdrawn: Applications in which the Minister does not continue with the application to vacate refugee protection by withdrawing it. The person who is the subject of the application retains protected person status.
- Other: Cases in which the proceeding is terminated for other reasons, such as when the person has passed away.
- Total: Total of all vacation applications allowed, dismissed, abandoned, withdrawn, and other. Applications finalized in the time period indicated may have been made to the RPD in a previous time period.
Pending: All applications made to the RPD by the Minister to cease or vacate the refugee protection that has been conferred on a person that have not been finalized as of the end of the time period indicated.

Please note that applications finalized in a given time period may have been made in a previous time period.

Due to privacy considerations, some values in these tables have been suppressed and replaced with the notation "--". As a result, components may not be a sum of the total indicated. In general, the Immigration and Refugee Board of Canada suppresses values less than 20. Learn more about how the Board approaches small value suppression.
